Sweden’s Chairmanship Programme for the Arctic Council 2011–2013

For the region’s inhabitants, developments in the Arctic are a source of both challenges and opportunities. Climate change affects the cultures of the indigenous peoples and their traditional trades, such as reindeer husbandry, hunting and fishing. At the same time, the business community’s increasing interest in Arctic areas may create opportunities for economically more advantageous living conditions.

During its chairmanship, Sweden will promote negotiation by the Arctic States of a tool for prevention, preparedness and response when extracting oil in the Arctic in order to safeguard the region. To justify development in this sensitive area, it is important that it takes place in accordance with the conditions that are characteristic of the region. Sweden will therefore lead the work on drafting guidelines for responsible entrepreneurship in the Arctic, which are based on existing internationally agreed guidelines on corporate social responsibility (CSR). Responsible entrepreneurship means that companies freely assume responsibility – beyond what is required by applicable legislation – on how their activities affect the environment, labour law conditions, human rights and the prevalence of corruption in their markets of operation. The aim is to create a platform for dialogue and cooperation on sustainable enterprise.

Swedish SAO to speak at conference on future of the Arctic Council

The Arctic Council: its place in the future of Arctic governance is the title of the Walter & Duncan Gordon Foundation Conference which begins Tuesday January 17 in Toronto, Canada. The conference continues on January 18 with additional discussions. Many of the invited speakers are influential members of the Arctic Council.

Chairmanship Introduction

The Chairmanship of the Arctic Council rotates between the eight Arctic States every two years. The Chairmanship coordinates joint projects and meetings between the Member States, Permanent Participants, and the Working Groups. The Chairmanship also represents the Arctic Council externally.

From 2011 until 2013, Sweden is chairing the Arctic Council and leading its work. Norway, Denmark and Sweden agreed on common objectives and priorities for the three following Chairmanships. In 2013 Sweden will hand over the Chairmanship to Canada, followed by USA.

Common Objectives

The Arctic Council (AC) is a high-level forum for cooperation, coordination and interaction between Arctic states, indigenous communities and other Arctic residents on issues such as sustainable development and environmental protection. The AC provides a valuable platform for discussions on all issues of relevance to the Arctic and the people who live there.

Delivering results on the major challenges facing the Arctic region takes more time than a two-year chairmanship allows. The purpose of this paper is to promote continuity in the work of the AC by identifying common objectives and priorities for the next three chairmanships from 2006-2013.
