The Arctic Council consists of the eight Arctic States: Canada, Denmark (including Greenland and the Faroe Islands), Finland, Iceland, Norway, Russia, Sweden and the United States. Six international organisations representing Arctic Indigenous Peoples have permanent participant status.

Around four million people live north of the Arctic Circle, including indigenous people. The representation of indigenous peoples in all Arctic Council bodies has a unique and valuable role in shaping the activities of the Council in all areas.

The Council's activities are conducted in six working groups composed of representatives at expert level from sectoral ministries, government agencies and researchers. Their work covers a broad field of subjects, from climate change to emergency response.
