On September 19, 1996 in Ottawa, the Arctic Council was established as a high-level intergovernmental forum to enhance cooperation, coordination and interaction among the Arctic States with the active involvement of Arctic Indigenous Peoples and other Arctic inhabitants on common Arctic issues.

Arctic Athabaskan Council and Gwich'in Council International were admitted as Permanent Participants of the Arctic Council, joining Aleut International Association, Inuit Circumpolar Council, Saami Council and Russian Association of Indigenous Peoples of the North (RAIPON).
Following a declaration of intent by Arctic Council Ministers to establish a distributed Arctic university, the University of the Arctic, or UArctic for short, launched in Rovaniemi, Finland. A year later, UArctic became an Observer to the Arctic Council.
Arctic Council Working Groups released high profile assessments on Arctic issues, including the Arctic Climate Impact Assessment (the first comprehensive multi-disciplinary assessment of the impacts of climate change in the Arctic) and the Arctic Human Development Report (the first comprehensive circumpolar assessment on the welfare of Arctic peoples).
The Agreement on Cooperation on Aeronautical and Maritime Search and Rescue in the Arctic was the first legally binding agreement negotiated under the auspices of the Arctic Council. It coordinates search and rescue response in the region.
Six new Observers joined the Council: The Italian Republic, Japan, People's Republic of China, Republic of India, Republic of Korea and Republic of Singapore.
An Arctic Council Secretariat was set up in Tromsø for the three Scandinavian Chairmanships: Norway, Denmark and Sweden. The Secretariat later became permanent, and remains in Tromsø today.
